In the "Weekly Report" published by Ormond Beach's City Manager's office to the City Commission it stated that: "Staff has received from AVCON, Inc. finalized drafts of the proposed scope of services and project schedule for the design and construction of Taxiway Golf."

MAY 8, 2012

Arnie B. Green Associates, Inc., Jim Jarrell and a member of the group of investors involved in the financial backing of the project request a meeting with the City of Ormond Beach's Mayor Kelley.  The Company asked the Mayor to meet to discuss the project, the scheduled June 5, 2012 City Commission Workshop.  The Mayor declined.

MAY 9, 2012

Arnie B. Green Associates, Inc. attorney's sends to the City Attorney, the first of two letters attempting to schedule a meeting between the Company, its attorney's and the City in the hopes of informally discussing the exclusion of the Company from the Airport, the City's Federal grant assurance obligations and other Federal Aviation Administration (FAA) policy to negotiate in good faith with the Company.  The City Attorney did not respond or reply to this letter.

MAY 10, 2012

Arnie B. Green Associates, Inc. key advisor Jim Jarrell has a conversation with Ms. Joyce Shanahan, Ormond Beach City Manager, pertaining to the project, the City Selection Committee's response and recommendations during the RFP process, the scheduled June 5, 2012 City Commission Workshop on the Southwest Quadrant and FAA Grant Assurances relating to the City's obligation to negotiate in good faith with the Company.  Nothing came of this disussion.

MAY 16, 2012

At the scheduled City Commission Meeting, during Mayor Kelley's remarks at the end of the meeting, his last comment was: "One other point, from the advice of the City Attorney, we will be cancelling the June 5, 2012 workshop."
LATE MARCH TO EARLY MAY 2012

Arnie B. Green Associates, Inc. individually meets informally with four (4) City Commissioners.  In these meetings, the Company encourage the City Commission to include and allow the Company's management team the opportunity to participate in a "question and answer" forum at the scheduled June 5, 2012 City Commission Workshop on the Southwest Quadrant of the Airport.

The Company communicates to each City Commissioner that it continues to seek, through discussions and negotiations separate and apart from the Request for Proposal, a Memorandum of Understanding between the parties, which would define the framework for moving forward to:

(1) achieve a devlopment agreement;

(2) provide assurances that the Company could complete the project; and

(3) memorialize the terms upon which to form an agreement for a potential long term lease agreement with the City for vacant land on the Airport, as the City has historically done with other potential lessees at the Airport separate and apart from a City competitive bidding process.

APRIL 17, 2012

The City Commission unanimously agrees to approve City Staff's recommendations which identified the City's top five (5) priorities to be accomplished within the 2012 calendar year.  The number 5 priority was "Development of the Southwest Quad and related infrastructure."

APRIL 30, 2012
