The Planning, Design, Layout, Project and Construction Management Group draws on the expertise of two different companies: RW Armstrong, Inc., and Zev Cohen & Associates.  These organizations worked with Arnie B. Green Associates, Inc. to develop building concepts with supporting infrastructure to efficiently and effectively utilize the acreage for the Master Development Area.

They bring over 80 years of combined design experience in Fixed Based Operation terminals, large hangars, Maintenance, Repair and Overhaul facilities, small hangars, ramps, taxiways, runways, and support aviation facilities for similiar projects.  While RW Armstrong has solid and extensive aviation experience, Zev Cohen & Associates has the local experience necessary for execution of the project.
Marc Skillman, P.E. Regional Director of RW Armstrong, along with Paul Puckli, Director of Airport Planning located in Tampa, FL and Washington, DC, has worked with airport authorities, county commissions, city councils, Federal and State Departments of Transportations and Federal Aviation Administration Airport District Office's at 184 airports in 29 states and in 6 countries.

Dwight DuRant, P.E., President and Principle in Charge of Zev Cohen & Associates., is located in Ormond Beach, FL.  Zev Cohen & Associates has been providing consulting services in the community for over 33 years with a broad range of high-quality technical engineering services and expertise in local permitting requirements and the impact of development.
