JANUARY 12, 2012

Arnie B. Green Associates, Inc., its Development and Operations Planning Team present a 2 hour and 30 minute oral presentation with accompanying Power Point visual aids to the City Selection Committee responding to the October 7, 2011 committee member comments and questions; and fully answering the Selection Committee October 13, 2011 written correspondence.

Upon completion of the Teams oral presentation:

(1) Mr. Mannarino (Chairman of the Committee) delivers a pre-printed "speech" itemizing the reasons why he was recommending rejection of the Company's Proposal and;

(2) the City Selection Committee immediately votes to recommend to the City Commission that Arnie B. Green Associates, Inc.'s Proposal be rejected without further consideration.

JANUARY 13, 2012

In the "Weekly Report" published by Ormond Beach's City Manager's office to the City Commission it stated that: "staff has begun to receive preliminary layouts, design specification, and timelines for the Taxiway G construction project in the Southwest Quadrant of the Airport.  Staff will soon meet with representatives from AVCON to discuss and plan a course of action for this project to go forward."

JANUARY 17, 2012

Ms. Porter (City of Ormond Beach Purchasing Director) formally notifies Arnie B. Green Associates, Inc. that its proposal to develop the Southwest Quadrant of the Airport has been rejected.

JANUARY 20, 2012

In the "Weekly Report" published by Ormond Beach's City Manager's office to the City Commission it stated: "staff has begun to receive preliminary layouts, design specification, and timelines for the Taxiway G construction project in the Southwest Quadrant of the Airport.  Staff will soon meet with representatives from AVCON to discuss and plan a course of action for this project to go forward."
JANUARY 3, 2012 - 11:57 AM

City Selection Committee Chariman Mr. Mannarino e-mails Arnie B. Green Associates, Inc. and requests the Company's planned (but unfinished) Power Point Presentation.  The e-mail states:

"The information I requested must be provided by 5 pm today otherwise the Selection Committee will be meeting to form their final recommendation to the City Commission without your follow up information.  I will be attending the meeting you have with (sic) at the 1:30 meeting with Ned Huhta in the Training Room."

JANUARY 3, 2012 - 1:30 PM

Two high level Arnie B. Green Associates, Inc. management team members (Arnie B. Green and Brandon Perry) arrive at the Training Room to meet Mr. Huhta (City Technology Director) to test audio visual equipment to be used by the Company for its oral briefing backed up by a visual Power Point slides.  City Selection Committee Chairman Mr. Mannarino meet Green and Perry, without Mr. Huhta or any other City of Ormond Beach Staff members being present.

Mr. Mannarino repeats the request made in his e-mail to the Company dated January 3, 2012 at 11:57 am.  Green and Perry advise Mr. Mannarino that:

(1) the Power Point visual aids were simply something the Team wanted to use as a supplement to its oral discussions with the Committee;

(2) they were never designed or intended to be used as a formal briefing or report because they could be misinterpreted, confusing and would not be understood in advance without the accompanying Team oral presentation;

(3) there was never a requirement made by the Selection Committee's October 13, 2011 written request for additional oral discussion material that the Team even provide a formal brief, report or a Power Point Presentation; and

(4) the Team had not planned on and had not finalized the presentation visual aid slides and wasn't going to do so until just prior to the scheduled January 12, 2012 City Seletion Committee meeting.

JANUARY 3, 2012

The City Commission of Ormond Beach holds a Strategic Planning Workshop which identified the City's top five (5) priorities to be accomplished within the 2012 calendar year.  The number 5 priority was "Development of the Southwest Quad and related infrastructure.

JANUARY 6, 2012
